Title II: Improving Teacher Quality through the State Agency for Higher Education
Under Title II, Part A, Improving Teacher Quality State Grants, the Office of the Commissioner of Higher Education provides competitive grants to partnerships comprised of schools of education and arts and sciences, along with one or more high-need school districts, with poverty rates of 20% or more.
The
purpose of these grants is to increase the academic achievement
of all students by helping schools and school districts improve
teacher and principal quality and ensure that all teachers are highly
qualified. Partnerships should provide sustained, high-quality professional development activities that provide pre-service and practicing teachers and administrators with specific content knowledge, instructional strategies, and assessment skills that enable students to achieve State academic content standards and/or gain the proficiencies needed to achieve college admission standards.
Unlike the Eisenhower
Professional Development program, which focused on mathematics and
science, the new Improving Teacher Quality State Grants support
teacher professional development across all core academic subjects.
Strategies and funded activities must be grounded in scientifically
based research so that students benefit from teaching practices
and methods that are based on what is known to work.
