WHEREAS,� Dr. Janeth Spicer served Montana State University-Billings honorably and faithfully as a tenured Full Professor in the Management Information Systems Discipline in the College of Business for the past 30 years and


WHEREAS, Dr. Spicer developed new courses in the LINUX Operating System, WEB Design Development and Implementation for presentation on the resident campus in Billings, Montana in addition to developing a on-line course in Information Technology Trends Program for the ANJO program in Japan and


WHEREAS, Professor Spicer continually and constantly worked to submit grants, proposals and publications in peer-reviewed, blind refereed journals, conference proceedings and conferences, this work culminated in a conference proceeding titled �The Internet: Future Evolvement� at the Academy of Business Administration 1997 Global Business Trends International Conference Proceedings in Acapulco, Mexico and


WHEREAS,� Professor Spicer�s nurturing maternal leadership provided for the initiation of the Information Technology Club in the College of Business in 1992� and her serving as the clubs faculty advisor from 1992-1994 and 2002� and


WHEREAS, Professor Spicer�s scholarship was recognized as being elected a life member of 36 years in the Delta Pi Epsilon National Business Honorary as well as a member of Pi Omega Pi business educators honorary as well as� holding annual membership in the prestigious International Academy for Information Management and the International Association for Computer Information Systems and


WHEREAS, the faculty of the College of Business at Montana State University--Billings have voted in secret and confidential fashion to affirm their desire to have Professor Spicer to be conferred Professor Emeritus Status and


WHEREAS, the Dean of the College of Business at Montana State University-Billings has concurred with the vote of the faculty as evidenced by the recommendation of the Department Chair to the Dean recommending that Professor Spicer be conferred Emeritus Status,


THEREFORE, be it resolved that the Board of Regents of the Montana University System confer the rank of Professor Emeritus upon Dr. Janeth Spicer.
